Purchases Do Not Restore!

I purchased the additional puzzle packs on my iPad. We recently purchased my daughter an iPad but when I attempt to click "Restore" in the app to unlock our purchases they do not unlock! We shouldnt have to puchase the packs twice. Tried to contact on website but the support doenst work either!
